Patron Privacy & Records Policy

Brunswick Community College Library Privacy & Records Policy

Brunswick Community College (BCC) Library is committed to protecting the privacy and confidentiality of all patron records, in compliance with the Family Educational Rights and Privacy Act (FERPA), the State Board of Community Colleges Code, and applicable state and institutional policies.

This policy applies to all users of BCC Library services, including students, faculty, staff, and Brunswick Early College High School (BECHS) students and teachers, for whom BCC Library also serves as a school library.


Confidentiality of Library Records

The library maintains personally identifiable information (PII) only as needed to provide services such as borrowing, holds, overdue notices, and access to digital resources.

Library records may include: name, student ID number, contact information, item checkout history (limited to active checkouts), and login credentials for electronic resources.

This information is considered part of the educational record and is protected under FERPA.


Access to Records

Patron records are accessible only to authorized library staff for the purpose of providing library services.

Library staff will not disclose a patron’s records to any third party, including parents or guardians, without the patron’s written consent, unless required by law or allowed under a FERPA exception (e.g., for school officials with legitimate educational interest).


Minors & BECHS Students

As the official library for Brunswick Early College High School, BCC Library complies with FERPA in the same manner for minor and dual-enrolled students.

Effective November 1, 2025, BCC Library also complies with 1B SBCCC 500.2 – Education Records of Minor Students, adopted by the State Board of Community Colleges pursuant to Session Law 2025-46. Under this policy, minor dependent students are required to complete a form, prior to course registration, acknowledging parental access to their education records.

Parental access to education and library records for minor dependent students will be governed by this college-wide policy and associated procedures managed by the BCC Registrar’s Office.


Data Retention

Checkout history is not retained after items are returned, unless the user has opted in (e.g., through a personal Libby account or other optional feature).

Patron accounts are deactivated and associated data removed according to BCC Library’s retention schedule, typically following graduation, withdrawal, or separation from the College.
